Error when migrating from ACS to Arrow

I followed the instructions on https://web.appcelerator.com/product/migrate-app#acs_instructions

But when I type appc cloud publish in the project home dir, I get

ACS: Appcelerator Cloud Services Command-Line Interface, version 1.0.25

[ERROR] Couldn't find app directory for publishing
