CFBundleVersion not being set to Epoch Timestamp

I have been having issues with redundant uploads to iTunes Connect. I am currently on sdk 3.3.0. When I try to specifically set CFBundleVersion it get overwritten in the build process. When I don't set anything it is set to the version number. According to Titanium documentation it should by default be set to an Epoch Timestamp, which, even when I create a fresh basic project, is not happening. I CANNOT go the route of a 4 segment version number as suggested in other threads because I am working with a CMS that relies on a 3 segment version number. Is this an issue with Titanium or am I doing something wrong here. To replicate what I am seeing simply create a brand new project in Titanium, don't change anything, build it, and check the version numbers. For me they are set to 1.0.
